Federal Human Resources Careers
Jonathan Zuk / GovCentral Contributor
As more baby boomers retire, the staffing needs at most federal agencies will require constant attention and the need for entry-level and seasoned human resources professionals will be a top priority. Across all agencies, there is a need for human resources specialists who have knowledge of and experience with a wide range of HR concepts, practices, laws, regulations, policies, and precedents sufficient to provide comprehensive HR management advisory/technical services on substantive organizational functions and work practices. They must also be able to apply analytical, diagnostic, and qualitative/quantitative techniques sufficient to identify, evaluate, and recommend to management appropriate HR interventions to resolve complex, interrelated HR problems and issues.

Most human resources specialists start out between $30-40,000 at GS-5 or GS-7 grades. Entry-level positions do not require a bachelor’s degree, but two years of graduate level education may be substituted for a lack of related work experience. Upper-level human resources specialists often earn between $55-85,000 per year. Federal job listings will often specify if the position requires experience with military hiring procedures. These positions are paid outside of the GS pay system, and usually require more extensive educational/skill requirements.
Top Hiring AgenciesThough human resources professionals are needed and virtually all federal agencies, the Department of Defense, the Department of Veterans Affairs and the Office of Personnel Management currently are recruiting the most. Sub-agencies that are hiring the most are the Veterans Health Administration, Army Medical Command, and the Army Installation Management Agency.
