Hrm, that's interesting, I would have assumed it was a ratio rather than a flat number, but maybe its because under a certain number it doesn't draw public attention?

I read a great blog entry about this the other day. Interviewed an ex war strategist who talked about a "cutoff line" existing in the eyes of war strategies at 30 civilian casualties. Strategist claimed that if your casualties were going to be higher than 30, you need to get approval from the president.

It just gets better and better. 30 militants becomes 90 civilians becomes 90 civilians including 60 children. The only thing that I think could make this worse would be if the US tried to stick with its "30 militants" story.
