Russia to hold military exercise with Venezuela

MOSCOW - Russia said Monday it will send a naval squadron and anti-submarine patrol planes to Venezuela this year for a joint military exercise in the Caribbean, a deployment that comes amid increasingly tense relations with the United States.

Just like the bomber flights still along the coast, I think it's a show that they could get here.

Maybe a little of both, I think mostly its to make sure it is obvious that Russia can antagonize the US just as much as the US is antagonizing Russia.
