Can somebody please provide me some guidance?  Here is my situation. I recently retired from the Air Force in May 2008 and started working for the Department of Veterans Affairs a month ago in June 2008.  When I accepted the job I was told it was a GS-7 Position.  When I went to the VA Hospital to meet with Human Resources and complete all official documentation, I was informed it was a GS-7 / Step 1.   When I inquired about why so low of a Step, I was told that "BECAUSE YOU ARE RETIRED MILITARY, YOU CAN ONLY START AS A GS-7 / STEP 1"I was also told that my Leave/Vacation time would be 4 hours each pay period.  Regardless, I still accepted the position.    


This was a shock to me then and still is concerning me today.  So this morning I returned to HR Office only to be turned down again and reminded it was Federal Regulations/Law--- not the VA.  You see, yesterday ~ ~ ~  I met another Veteran (not Retired) and he was Hired as a GS-6 Step 5 Leave Catergory 2 ( 6 Hours per pay period!!).     Can anybody provide me guidance on this situation?  Thanks in advance for taking the time and helping me out.   I love this country and working with our Nations best people, but I also can't afford to be "Screwed-Over" esspecially with today's prices on everything!!    This whole situation sounds wrong and is beyond comprehension.

It all has to do with receiving a retirement check.  Non-retired miliary folks get their time counted for leave because they do not receive a pension and their time counts for leave because of the same.  They have to count you at zero because otherwise there would be a huge conflict with your Civil Service retirement.  Non-retired veterans can buy their time from the military back and utilize it towards their Civil Service retirement though.

If you are retired, and receiving compensation, your military time will not count in with your civilian time. THe only exception to this is in country combat time. It's a whole calculated process to keep service comp dates straight and make sure you don't, or can't get compensated for the same time period.
